In order to even unlock the quest, it is necessary to elect to save Minrathous over Treviso, by agreeing to aid Neve and the Shadow Dragons. This choice is presented at the conclusion of the main quest ‘A Warden’s Best Friend’.

Shadow Dragons Faction Strength
In preparation for getting this trophy, work on maximizing the Faction Strength of the Shadow Dragons to the full three stars or 3200 points. This is best achieved by trading with the faction merchant. Since the very existence of the shop is based on saving Dock Town and Minrathous, try to grind this out as early as possible.
Shadow Dragons Side Quests
This series of side quests involves aiding the Shadow Dragons in Dock Town, after saving Minrathous from the High Dragon Seartooth Vyrantis.
The ‘Soul Of A City’ quest is only available if Minrathous is saved.
